    The Deputy Director of the HR Center of Excellence (CoE) requires an in-depth understanding of how organizational capabilities interrelate across the functions. The HR CoE Deputy Director, analyzes and measures the effectiveness of existing business processes and develops sustainable, repeatable, and quantifiable business process improvements.

    The role will own the oversight and responsibility for the organization's data reporting, performance management, analytics, and governance of functions within the OHR organization. They will also be responsible for, but not limited to, communications strategy and implementation, innovation management, and technology (in partnership with other shared service teams like OC, OED, OIT, OPC, etc.), process improvement, and workload prioritization. The scope and scale of this role is extremely vast. Candidates must come with an experienced leadership background and with deep knowledge of how to lead teams and manage via influence.

    In addition to leading the HR Center of Excellence (CoE) function, it is expected the new leader will also provide the strategic vision for the function - exploring and incorporating industry best practices for service delivery. The HR CoE Deputy Director will proactively drive process improvements in several key operational areas to meet and exceed enterprise goals. It is critical that the leader is skilled in people leadership. The leader should be able to inspire their team to excellence, have a passion for coaching and developing talent, and take a 'people/talent first' approach in their leadership style.

    The individual should be a strong communicator and can build relationships with other senior leaders across the DHS enterprise. They should understand how to build creditability in a complex organization and use the skill of influence in getting things done.

    • Ability to leverage resources across the enterprise.

    Candidate requirements

    • Bachelor’s degree from an accredited college and/or university in business administration/management, engineering, information technology, human resource management, supply chain and logistics, or science/technical related field is required.
    • Candidates should have had a successful career showing consistent career progression into roles of increasing responsibility, complexity, and scale.
    • Demonstrated track record of introducing innovation and best practices into a complex organization.
    • Five (5) or more years experience improving performance and service metrics, and significantly reducing expenses; a strong focus on metrics, data, and financial results.
    • Five (5) or more years of demonstrated ability to manage and implement technology solutions to support enterprise objectives. Plan and drive performance management sustainment initiatives.
    • Five (5) or more years of experience manage performance to Key Performance Indicators/Service Level Agreements.
    • Five (5) or more years evaluate current resource allocations to assure staff is properly positioned base on their technical capabilities and effectiveness.
    • Management contact and oversight for OHR special initiatives and CoE projects.
    • Define and communicate industry Best Practice solutions.
    • Five (5) or more years of leading broad teams of 5-10 resources.
    • Five (5) or more years' experience working in Strategy, Consultancy or Process Improvement.
